A company seeking PTZ certification should submit a “but for” letter to DECD prior to any public announcement of the development project. DECD will acknowledge the letter in about a week and indicate that the next step in the process is the completion of the application for certification. If the company's location is not currently PTZ designated they should work with local and regional officials to complete the amendment process. The application and amendment processes can be completed simultaneously but certification cannot be completed until the amendment to designate the parcel has been approved by DECD.

The application for certification is submitted to DECD and provided it is complete and the company's location is PTZ designated certification can generally occur within 2 weeks.
